On this date I have signed the following bill passed by the first special                           
session of the Twenty-Fourth Alaska State Legislature.  I am                                        
transmitting the engrossed and enrolled copies to the Lieutenant                                    
Governor's Office for permanent filing:                                                             
                                                                                                    
    CONFERENCE CS FOR HOUSE BILL NO. 66                                                             
    "An Act making appropriations for the operating and capital                                     
    expenses of the state's integrated comprehensive mental health                                  
    program; and providing for an effective date."

The Legislature added nearly $2.2 million in additional general and                                 
other funds to the mental health operating budget for FY2006                                        
retirement costs, salary increases, and the University's Behavioral                                 
Health Education and Training programs.  The Legislature funded all                                 
of the mental health capital projects put forward by the administration.
